Fast is a speed test which starts automatically and shows you your download speed directly. When the speed test is finished, the measurespeed becomes black instead of grey.
Fast has a "Show more info" button which gives access to other metrics (latency and upload speed) and some configuration settings. This speed test test uses the standard settings.

Accuracy and consistency
Tested with a clean version of Chromium, throtteld at 30Mbps (30720 kbps) the following measurements are done.

That gives an average of 31Mbps and a standard deviation of 2.8Mbps for the downloadspeed. The average and standard deviation for the time required are respectively 23 seconds and 10 seconds.
Note that based on the Chromium measurements the average download speed is 31Mbps with a standard deviation of 0.5Mbps. While the Firefox measurements gives an average download speed of 31Mbps with a standard deviation of 4.1Mbps.
Based on the measurements noted above you might conclude that the throttling speed of Firefox compared to the throttling speed of Chromium is not significant different.
