TL;DR
In the throtteld browser test it was concluded that Firefox throttles the internet speed most accurately (when you realise that the throtteld speed given is the "advertised" internet speed).
Based on that knowledge we quickly test the speed test mentioned in Which speed tests to test works as expected and concluded that 6 speed tests (out of 15) works fine with a throtteld browser.

With so few speed tests that work well with a throtteld browser, it's no surprise that the first test wasn't a success.
