TL;DR
At a speed of 200 Mbps, Cloudflare is most accurate. Other fine speed tests are: Google Fiber, M-Lab and TestMy.net.

Introduction
For a short time our ISP delivered 200 Mbps. We know that in that case 201.6 Mbps is the correct value to measure.
Method of measurement
For this test the download speed is measured five times per speed test.
Speed tests to test
For this test the speed tests tested in the MB's used by a speed test test (at 200 Mbps) with the median between 200 and 206 Mbps are tested (these are the mainstream speed tests). We also test one realistic speed test.

Conclusions
Based on the measurements above it can be concluded that:
- Only Cloudflare has an accuracy score of 100
- Four speed tests (Google Fiber, M-Lab, the SpeedOf.me API Sample Page and TestMy.net) have an accuracy score of 99
- Two speed tests (Meter.net and Speedtest) have an accuracy score of 98
- Almost all speed tests tested (13 out of 14) are mainstream speed tests
